Makeup tips straight from The Capitol.

Hunger Games fans, you already know that Mockingjay - Part 2 has been at the top of the box office for the last two weekends—but do you know how you’re going to get snazzy for your second (or dare we say, third) time seeing the movie? If you’re all about wearing your fandom heart on your sleeve, try our Effie Trinket makeup tutorial. We’re modeling this after her early-series look, like this glam shot from the Capital Couture.

What you’ll need:

How to do it:

  • Give your curly wig a light coat of neon hair spray. Make sure to lay down newspapers and wear gloves for this. It also helps to spray the wig while holding the can 10-12” away from your wig. Try to avoid touching the wig excessively after you apply the hair spray.
  • Before you apply your makeup, ensure that you’re working with fresh, clean skin.
  • Apply your cream foundation with a beauty blender sponge, smoothing it at your hairline and jawline. Effie’s eyebrows are light to non-existent, so go ahead and cover those with foundation.
  • Set your foundation with a dusting of translucent powder and a powder puff.
  • Add a small amount of rouge to the apples of your cheeks with a brush. Effie is pale, so go easy on the color.
  • Paint your eyelids with your Lustre Crème Shimmer in Opal. Cover your lower lid with Fuchsia Fire, and set both shades with their matching Powder Makeup. Make sure to blend them as you apply with a foamed tip applicator.
  • Add a line of eyeliner to your top lash line. Effie goes for bright pastels, not dark hues, so keep your black eyeliner as light as you can.
  • Trim your vibrant lashes to fit your eyes with a pair of household scissors. Apply a very thin line of eyelash glue to the band of the lashes and let that dry for 10 seconds, until it is tacky. Position your lashes just above your top lash line and press the ends into place with the end of a makeup brush. Then, use your finger to press the entire lash until it holds securely.
  • Our Effie Trinket-inspired makeup concludes with bold lips. Finish it off by blending the pinks and purples from your lip color palette to find the right shade to match your Fuchsia Fire eyeshadow. Concentrate the darker shades at the center of your mouth, and fade out to lighter shades at the corners of your mouth (as pictured).

Effie’s high fashion taste might take a short detour later in the series, but you can still glam it up in true Capital style. If you’re a fan of our Effie Trinket makeup tutorial, you can find a growing selection of costume and makeup tutorials (as well as all of the products used in this post) at
